
ILOILO City – To improve tax collection and streamline urban planning, Mayor Raisa Treñas has ordered all barangay captains to submit a monthly inventory of all buildings and construction projects within their jurisdictions.
Through Executive Order No. 017, Series of 2025, Treñas directed barangay officials to coordinate with the City Assessor’s Office and the Office of the Building Official for the inventory to maintain an updated record of both private and government-owned structures.
The data will form part of a centralized database designed to enhance fiscal management and asset monitoring across the city.
“This is important to help the City Assessor and Building Official maintain an updated list of real properties,” Treñas said. “It allows us to collect the right amount of real property taxes and ensure that our barangays receive their 30 percent share.”
The mayor underscored the policy’s role in promoting transparency and accountability in local governance.
“A strong city starts with clear records. We need to know what we have, who owns it, and how we can use it for the benefit of all,” she added.
The monthly reporting system is part of the city government’s broader strategy to combat tax collection inefficiencies and ensure that public resources are properly accounted for.
Treñas said accurate real property inventories would improve the city’s capacity for planning, revenue generation, and service delivery.
The city government is expected to release detailed compliance guidelines soon, with the first monthly reports due by the end of August./PN
