BACOLOD City – Super Lucky Beagler, Inc. is not a registered business in this city.
But a certification from the Philippine Charity Sweepstakes Office (PCSO) indicates that the company is authorized to operate Small Town Lottery (STL) here.
In the certification — a copy of which was furnished to the city police head Senior Superintendent Jack Wanky — PCSO general manager Alexander Balutan said the agency is extending the company’s operation from February this year to February 2020.
Super Lucky Beagler, Inc. — or any other STL operator — has no record with the Permits and Licensing Division (PLD), said PLD head Stela Rose Rayos.
Must Super Lucky Beagler, Inc., which is based in Sagay City, Negros Occidental, secure a business permit from the Bacolod City government?
The PLD head cannot give a categorical answer. She said she will seek opinion from the City Legal Office.
But from what Rayos understands, any person or entity engaged in moneymaking activities here must have a business permit.
If they are using facilities here, they would have to secure other permits, including on sanitation and fire safety, she said.
Earlier Wanky claimed the STL is legal in this city but only authorized representatives and bet collectors with proper documents, including identification cards and betting sheets, may be allowed to operate.
Super Lucky Beagler, Inc. is the lone STL operator in Negros Occidental. The franchise is named under Mark Jalandoni.
Panay News was still trying to reach the PCSO for comment as of press time.
Wanky said he was furnished the PCSO certification after they apprehended some bet collectors of the STL operator.
He said they will decide on how to deal with Super Lucky Beagler, Inc. once they get a clarification regarding its business permit./PN
