
BACOLOD City – On his first day in office, newly elected Mayor Greg Gasataya ordered all personnel of the Bacolod City Government to return to their respective mother units or original plantilla positions, effective July 1, 2025.
This directive was issued through Executive Order (EO) No. 002, which Mayor Gasataya signed on June 30, immediately after assuming office. The EO applies to all city government employees, regardless of rank, position, or designation.
The mayor emphasized the need for proper personnel accounting within the city government, particularly in light of the transition to a new administration beginning July 1.
“It is imperative that all city government personnel are properly accounted for in terms of their respective plantilla positions and designated offices,” the mayor stated.
He added that in pursuit of promoting good governance, institutional discipline, and efficient public service delivery, it was both necessary and appropriate to revoke all previous orders involving the reassignment or detail of employees.
The EO likewise cancels and revokes, effective immediately, all existing detail, reassignment, or transfer orders.
“Failure to comply with this directive and to report to the original plantilla assignment or mother unit may constitute grounds for administrative sanctions,” Gasataya warned.
However, the order provides that if a department head deems it necessary to detail, reassign, or transfer an employee to another office, a written request must be submitted with proper justification clearly stating the necessity for such reassignment.
In addition, the mayor instructed all affected employees to ensure a proper turnover of any pending tasks, official responsibilities, projects, and all accountable property or equipment to their immediate supervisors before leaving their current posts.
