Oct. 8’s unscheduled power interruption due to activation of Buchholz relay of old diesel plant – NGCP

ILOILO City – The National Grid Corporation of the Philippines (NGCP) has released its investigation report on the cause of the unscheduled power interruption affecting three substations of MORE Electric and Power Corporation (MORE Power) on October 8, 2025 in this city, which lasted for an hour.

Based on the communication report by the NGCP, the Buchholz relay of the old diesel plant transformer (Panay Power Corporation 1) in La Paz activated. A Buchholz relay is a protection device used for transformers.

The activation caused the tripping-off of NGCP’s Circuit Breakers 13 and 22 at PPC1 switchyard. This resulted in loss of power supply to MORE Power.

Engineer Fil Sonza Jr., Manager and Systems Operation of MORE Power, explained that they immediately inspected the distribution utility’s 13.2 kV and 69 kV lines. The investigation showed that no fault indication among the protection devices of MORE Power. In fact, MORE Power’s system is open and ready to accept power from NGCP, but nothing goes through from the transmission lines.

This means, there is no problem from the distribution side.

After an hour, NGCP was able to restore its system, which allowed MORE Power to gradually supply power to its consumers./PN
