BACOLOD City – Why was the bulk of shabu confiscated from June 27 to July 27 came from this city and Negros Occidental?

From June to July, P23,180,153 worth of shabu was seized across Western Visayas, data from the Police Regional Office 6 (PRO-6) showed.
The bulk of shabu was from Negros Occidental (P13.8 million) and Bacolod City (P9.2 million).
According to Familiaran, the seizures also indicated that there were many shabu users in Negros Occidental and Bacolod City.
Binas admit that illegal drugs remain a
problem despite the neutralization of many drug personalities. He pointed to
