ILOILO City â Starting Feb. 19, Pavia, Iloilo will be banning cargo trucks from its municipal streets.
Municipal Ordinance No. 2015-09 prohibits cargo trucks, gravel and sand and other heavy cargo trucks with eight wheels and up, or whose gross vehicle weight exceeds 4,500 kilograms, including tractors trailers or containerized haulers, to take Pavia municipal streets with no more than two lanes, except along streets specified as truck routes.
The ordinance was actually approved in 2015 yet but was not strictly enforced.
Lately, however, barangay officials started complaining about their deteriorating streets and blamed heavy trucks.
These trucks were also causing traffic congestion, they added.
Municipal Ordinance No. 2015-09 set specific truck routes and specific hours when trucks could pass through these routes â from 6 a.m. to 9 a.m. and from 4 p.m. to 8 p.m.
The Pavia police station has been tasked to enforce the ordinance.
Chief Inspector Fernand Limbungan, Pavia police chief, suggested that penalties for violations be increased.
The ordinance identified the following as municipal streets: Evangelista Street, Gonzaga Street, Gregori Street, Gumban Street, Hedriana Street, Jabonillo Street, Leocadio Street, Lopez-Jaena Street, Maquiling Street, Ramos Street, Remegio Street, and Sumakwel Street.
Municipal Ordinance No. 2015-09, however, is not applicable to Philippine National Police vehicles, Bureau of Fire Protection Fire trucks and vehicles, garbage collection trucks, government utility vehicles, ambulances and other vehicles in emergency case such as the prevention of crime, legal arrests and seizures, valid police operations, fire, floods, earthquakes and other extreme actual emergency situations where the protection of lives and properties are paramount.
A vehicle pass shall be issued by the Municipal Mayor for exemption from the coverage of the ordinance during situations where the services of motorized vehicles are extremely necessary.
