Proposed ordinance requires multi-storey buildings wastewater drainage system

ILOILO City – A proposed ordinance is requiring multi-storey buildings in this city, be it commercial or residential, to have their own wastewater drainage system and have this connected to the nearest water tributary as outfall.

It hurdled first reading at the Sangguniang Panlungsod (SP).

“Appropriate laying of sewerage pipes and the like will help prevent the clogging of drainage systems in the city and mitigate flooding that causes traffic and health risks,” said Councilor Johnny Young, author of the proposed ordinance.

He said this move is in line with the city government’s direction to improve the urban landscape for a more livable and sustainable environment.

Under the proposed ordinance, the drainage system will be sized to accommodate the volume of wastewater that the building will discharge, which will be computed and assessed by the Iloilo City Engineer’s Office.

Meanwhile, multi-storey buildings that fail to connect their wastewater drainage system to the nearest water tributary as its outfall can opt to connect to the Iloilo City drainage and sewerage system.

Moreover, multi-storey buildings’ wastewater will be treated according to Department of Environment and Natural Resources (DENR) standards before being discharged to its final outfall or to the Iloilo City drainage and sewerage system.

For penalties and sanctions, non-compliance or violation of the provision of the ordinance will result to the denial of any building permit issued by the Iloilo City Engineer’s Office.

Also, newly constructed buildings found violating the ordinance will be denied of occupancy permits by the Office of the Building Official./PN
