MANILA – The government was urged to start laying the groundwork for the long-term rehabilitation of Marawi.
Senate Resolution No. 404, filed by Sen. Sherwin Gatchalian, directs the Duterte administration to assess the losses and damage suffered by the besieged city and its residents due to the attack of the Maute group.
Marawi — capital city of Lanao del Sur — has a poverty incidence of 71.9 percent, according to the 2015 Family Income and Expenditure Survey.
“When the government finally wins the battle against the Maute group, an even more challenging battle will begin — the fight to rebuild Marawi City,” Gatchalian said. “We have to start preparing for this formidable task as early as now.”
All concerned government agencies shall immediately launch the “most effective” recovery and rehabilitation program to rebuild Marawi, the Senate resolution stated.
A comprehensive assessment shall touch on key sectors, including agriculture, industry, tourism, education, health, housing, cultural heritage, and public utilities and sanitation, among others, it added.
The assessment would ensure the government provides immediate humanitarian relief to displaced families and formulate long-term plans to rebuild infrastructure and revive key sectors, Gatchalian said.
“The government’s recovery and rehabilitation plan should aim to build superior infrastructure and increase access to and quality of basic social services, with … eradicating poverty in the province as its end goal,” he said./PN
