ILOILO City – The Bureau of Jail and Management and Penology (BJMP) jail in Barangay Ungka, Jaro district has returned the e-dalaw, or electronic dalaw (visit), allowing inmates to communicate with their immediate families using a cell phone or a computer.
Jail Superintendent Vicente Papelera, OIC jail warden, said they started providing e-dalaw in 2014 to allow their distant relatives to reach out to the inmates. He was unable to give a reason why the service stopped.
This year, the BJMP is restricting access to e-dalaw to only the inmates’ immediate families and only during special occasions, including the birthdays of the inmates and their families, said Papelera.
All communications must be prescheduled and only five minutes long, and made only during office hours, Papelera said.
Meanwhile in Guimbal, Iloilo, e-dalaw has been ongoing at the Guimbal District Jail since 2014.
Its main purpose is for their relatives abroad to be able to reach the detainees, said Jail Officer 1 Princess Rivas.
Inmates and their relatives may use the service for a maximum of one hour on Tuesdays, Thursdays and Saturdays.
“Gina-supervise man sila, wala sila ginapabay-an lang [but] may consideration kon importante gid ang gina-istoryahan,” said Rivas.
Currently the Guimbal District Jail is using three gadgets for e-dalaw: a district jail desktop computer and Rivas’ personal laptop and mobile phone.
Rivas said they asked the BJMP regional office to provide them one more computer unit for e-dalaw./PN
