City gets Seal of Good Financial Housekeeping

ILOILO City – The city government passed the 2017 Seal of Good Financial Housekeeping (GFH) by the Department of the Interior and Local Government (DILG).

The Seal of GFH is one of the criteria for the Seal of Good Local Governance (SGLG) Award.

“We are happy to inform that Iloilo City is a recipient of the Seal of Good Financial Housekeeping. This is one criteria of SGLG and if a local government could not pass this indicator, it will be automatically disqualified from SGLG. So, it is good to know that we are a consistent passer,” said city DILG head Atty. Ferdinand Panes.

Panes explained that in order to pass the GFH, the local government should be able to submit the unqualified or qualified Commission on Audit (COA) opinion of the immediately preceding year; compliant with the full disclosure policy: posting of financial documents in three conspicuous places and online portal; and has posted the Electronic Statement of Receipt and Expenditures (e-SRE) in Bureau of Local Government Finance (BLGF) website.

“For passing the Seal of GFH, Iloilo City Government will be issued with a certificate which will be helpful in case it would like to avail of loans from government institutions like Landbank and Development Bank of the Philippines, because they can only allow those who have such certification,” said Panes.

Set within this month, the SGLG award is given by the DILG in recognizing the performing LGUs that passed all the core areas and at least one essential area.

Aside from Financial Administration or Seal of Good Financial Housekeeping, other core areas include Disaster Preparedness, Social Protection, and Peace and Order, while the essential areas are Business-Friendliness and Competitiveness, Environmental Protection, and Tourism, Arts and Culture.
