MANILA – Overseas Filipino workers (OFWs) repatriated from Kuwait must be reintegrated into Philippine society, Sen. Sherwin Gatchalian stressed.

They must be given new job opportunities and education and skills training, said Gatchalian.

On the order of President Rodrigo Duterte, the Labor department banned the deployment of OFWs to Kuwait, where several Filipino workers died amid reports on widespread abuse.

According to Gatchalian, the Overseas Workers Welfare Administration (OWWA) must craft a comprehensive reintegration plan.

“As the government agency primarily tasked to the safeguard the welfare of OFWs, the OWWA needs to be proactive in steering the government’s efforts to reintegrate these repatriated workers into Philippine society,” he said.

Citing Section 35 (a) of Republic Act 10801, or the OWWA Charter, he said “the reintegration of OFWs, taking into consideration the needs of women migrant workers, shall be one of the core programs of the OWWA.”

The Charter directs the National Reintegration Center for OFWs – an attached agency of the OWWA – to implement this.

“Not less than 10 percent of OWWA’s collection of contributions for the immediately preceding year shall be allocated annually for the reintegration program,” stated the law.
