ILOILO City – Soldiers of the Philippine Army’s 3rd Infantry Division (3ID) can avail themselves of affordable medical assistance at the West Visayas State University Medical Center (WVSUMC).
The 3ID lead by Major General Jon Aying and WVSU president Dr. Luis Sorolla signed a memorandum of understanding giving discounts to injured soldiers.
The discounts cover medicines and doctors’ services, among others.
The soldiers’ immediate family members can also avail themselves of discounts.
Aying said the 3ID has a hospital in Jamindan, Capiz but its personnel and facilities were not enough.
Troops needing major surgeries and higher level of medical attention were often referred to other hospitals, he said.
“To soldiers, medical attention is very important. We are concerned of our people’s welfare,” said Sorolla.
Part of the MOU read: “The WVSUMC is committed to partner with other government agencies, especially the 3ID, through the Multi-Sectoral Advisory Board (MSAB), desire to render assistance to the latter in terms of medical care services to its personnel. Personnel of the 3ID, in the employment of their current operational plan on peace, security and development, are more likely prone to danger which necessitates immediate medical care and assistance.”
These are the terms and conditions of WVSUMC for patients from the 3ID who sustain life-threatening injuries due to combat-related duties, accidents in line of duty and other related incidents:
- They shall be given immediate medical/surgical care, provided that the hospital shall be given prior notice or shall be notified immediately thereafter by the 3ID, and the patient must be endorsed by the attending physicians of the 3ID station hospital.

Non-life threatening medical conditions being referred by the 3ID shall be attended at the WVSUMC Out Patient Department. However, when advice for confinement is made, they shall follow the procedure in the Admitting Section, on a first come, first serve basis.

WVSUMC shall not require or demand any form of advance payment as prerequisite for confinement of 3ID patients especially for life-threatening or emergency cases. The 3ID shall bear the cost of hospitalization, including medications and accommodation if the patient prefers to be accommodated in the private rooms.

WVSUMC shall offer service rates for all laboratory, X-ray and other diagnostic procedures for each 3ID, personnel or dependents, provided that said patient has a referral letter from the station hospital of the 3ID, and/or its Commanding Officers.
Admitted patients from 3ID who sustained life-threatening injuries should be treated by the WVSUMC as service cases hence, they will be accommodated in the service wards./PN
