4 gov’t offices in Aklan get ‘seals of excellence’

KALIBO, Aklan — Four government service offices in Aklan received Client Satisfaction Center Seals of Excellence from the Civil Service Commission (CSC).

CSC recognized more than a hundred agencies nationwide for giving quality and efficient frontline service and thereby passing the Anti-Red Tape Act Report Card Survey (RCS) this year.

Client Satisfaction Centers in the province are the Public Attorney’s Office, Land Bank of the Philippines–Kalibo Branch, National Statistics Office (Philippine Statistics Authority), and the Department of Tourism–Boracay Field Office.

CSC conducts the RCS yearly to check the government offices’ compliance with the Anti-Red Tape Act (ARTA) of 2007.

The RCS aims to get feedback on how the agencies implement their Citizen’s Charters, gather information on or estimates of hidden costs incurred by clients, and rate agency performance and client satisfaction based on ARTA.

Offices obtaining a score of 90 to 100 are rated excellent; 80 to 89.99, good; 70 to 79.99, acceptable; and below 70, failure.

Those who receive an overall rating of excellent undergo a second-phase validation process. If they pass, they will be conferred the Client Satisfaction Center Seal of Excellence.

ARTA Watch checks the government office if it has a Public Assistance and Complaints Desk, if it observes the No Noon Break policy, and if frontline staffers wear identification cards.

It also checks if the office has a Citizen’s Charter posted as a billboard — containing the requirements, steps, fees, and other important information on frontline services — visible to clients, and if it has an anti-fixing campaign.

Civil servants in the country celebrate CSC’s 114th anniversary this year themed, “Tapat na Serbisyo Alay Ko Dahil Lingkod Bayani Ako.” ARTA testimonial rites was set Oct. 22. (Aklan Forum Journal/PN)
