ILOILO City – A neophyte police officer was arrested for allegedly extorting thousands of pesos from a retired school teacher in Barangay San Isidro, Jaro district.

Glenn Garbosa was caught in an entrapment operation around 9:50 p.m. on Thursday. He is facing extortion and robbery charges.

“He (Garbosa) does not deserve to be in the police service,” stressed Chief Superintendent Jose Gentiles, Police Regional Office 6 (PRO-6) director.

Gentiles instructed Senior Superintendent Remus Zacharias Canieso, Iloilo City Police Office director, to expedite the investigation.

“I want … to conduct summary dismissal proceedings (as soon as possible),” said Gentiles. “We will continue to fire undeserving police officers from our ranks to ensure that those who protect (the public) are true servants.”

Garbosa, 28, of Veterans Village is detailed at the PRO-6’s Regional Personnel Holding Administrative Office. He entered the police service in September 2015 but is undergoing further training.

During the entrapment, he received P12,000 cash from Rey Fajutrao, a 65-year-old retired teacher from Barangay San Isidro, Jaro.

That amount was just part of a total of P185,000 he demanded from Fajutrao, police said.

Fajutrao sought help from the Jaro police station.

On the evening of April 26, Garbosa went to the house of Fajutrao and introduced himself as a PRO-6 intelligence officer, Canieso said.

Garbosa told Fajutrao that he will search the house and arrest the retired teacher for having an expired firearm license.

But the rookie police officer offered the complainant help in renewing his license in exchange for some cash, said Canieso.

On April 26 Fajutrao gave Garbosa P37,000 for the license renewal. A day after, the officer went back to ask for another P40,000.

On April 30 he demanded P40,000 more, supposedly for the processing of the license.

On May 1, Garbosa again asked from Fajutrao P10,000 for his fare in heading to Manila. The following day, he demanded P46,000 for fingerprinting and another P12,000 on May 4 supposedly for other documents.

Fajutrao did not respond to the last demand, made via text message. He reported to the Jaro district police.

“We immediately conducted an entrapment,” said Senior Inspector Ronaldo Amihan, district police chief. “We told the complainant to send the suspect a text message telling him to get the P12,000 in his house.”

Garbosa was detained in the Jaro police station.

The Police Officer 1 learned that Fajutrao had a firearm from the latter’s brother John, who owned a store in Jaro, Amihan said.

Apparently Garbosa took advantage of what he learned — that Fajutrao and John were not in good terms.

“The Fajutrao brothers were at odds,” Amihan explained. “When the uniformed police officer bought a cigarette at his store, John sought help from Garbosa, saying his brother Rey would brandish his gun at him.”

The PRO-6 currently considers him a “police trainee.”

Superintendent Gilbert Gorero, regional police spokesperson, said Garbosa may also face a charge for violation of the Comprehensive Firearms and Ammunition Regulation Act after a .45-caliber pistol was seized from him during the entrapment.

“Garbosa is not yet on permanent status. He is on temporary status,” Gorero said in a news release. “Our police trainees are not issued service firearms because they are not allowed to carry firearms [until they are] appointed under permanent status.”/PN
