INDEED, reforms in our education system must be pursued to make it at par with the world standard. Thus starting this upcoming school year 2017-2018, the Department of Education (DepEd) begins rolling out Grade 12 as part of the K to 12 or the 12-year basic education program. We hope it will not be a case of trial-and-error. We cannot afford to put the children’s future at stake with a half-baked program.
As early as January this year, DepEd announced it was hiring over 65,000 teachers and non-teaching staff for public schools nationwide to ensure the smooth implementation of the K to 12 program. Not a few have voiced concern over the lack of teachers, noting that even under the 10-year program, there are already not enough teachers. This is one of the things that must be considered and given priority.
Government efforts to reform the education sector will not be effective if it fails to address the real issues on the field such as shortages in classrooms, school buildings, teachers, textbooks and other needs. And every year, the government is burdened with the backlogs of the previous year. This is primarily due to low investment in public education.
While the DepEd and Malacañang are talking about attaining the global standards of quality education, we are eager to also hear them discuss the international criterion for the state expenditure for education, which should be earmarked at six percent of the Gross Domestic Product.
Education officials should not turn K to 12 into a game of trial-and-error. If the program turns out to be riddled with errors, this will have a big effect on the nation.
