BACOLOD City – You mean, straight from their pockets?
Those who caused the illegal termination of Juliana Carbon as general manager of the Bacolod City Water District (Baciwa) must pay for her back wages, according to Councilor Ricardo Tan.
After invalidating the appointment of Macario Macatangay as Baciwa general manager, the Quezon City-based Civil Service Commission (CSC) central office ordered the reinstatement of Carbon at the helm of the water district.
The CSC also ordered the Baciwa Board of Directors to pay Carbon her back wages starting Aug. 18, 2015 until her actual reinstatement.
The dispute Carbon had with some Baciwa directors caused her to file a case against the Board, said Tan.
The directors were responsible for Carbon’s termination, so they — not Baciwa, particularly the consumers — must shoulder the reinstated general manager’s back wages, stressed the councilor.
COMEBACK
Carbon, now a city prosecutor, intends to come back to the water district but cannot officially assume the general manager position until the Board of Directors approves a resolution reinstating her.
On July 14, she wrote the Baciwa Board requesting for the payment of her back salaries “on or before July 31, 2017.”
She also said her transfer to Baciwa “will be facilitated” and asked that she be given until July 31 to turn over her current “responsibilities and accountabilities” to the Department of Justice.
Director Mona Dia-Jardin, Baciwa Board secretary, said she cannot disclose yet when they will meet to discuss Carbon’s impending return.
