Thankfully, said Fruto, contractor Sargasso Construction and Development Corp. found a way to deal with the high tide.
Last month, DPWH called out Sargasso for its negative slippage or delays.
“May sistema na nga na-employ. Daw matigayon naman nga ma-sige sige kag uninterrupted na gawa ang pagtrabaho,” said Fruto.
To easily pump out the water brought by high tide, big electric pumps, among other equipment, were being used, he said.
Fruto also clarified that the issuance of a notice of negative slippage does not necessary mean the contractor would be penalized right away.
“Kon naga-negative ang trabaho, may mga catch-up plan man sila nga gina-introduce. Gina-require naton sila to catch up,” said Fruto.
“We cannot not really impose sanctions kay ti ongoing pa man da ang trabaho,” he explained.
Based on the revised schedule, Fruto said, the whole drainage project would have been completed by January 2018.
The Sangguniang Panlalawigan (SP) previously slammed DPWH Region 6 and Sargasso for the delayed drainage project.
In early April this year, the SP agreed to pass an ordinance temporarily closing a portion of General Luna and Jalandoni streets from April 26 to May 26 for the drainage project that aims to address the perennial flooding in the City Proper.
But according to Councilor R Leone Gerochi, the contractor failed to finish the works on May 26.
“They did not honor their commitment to the city government,” said Gerochi.
The councilor then called for sanctions against Sargasso.
