ILOILO City – To strengthen the city government’s programs against illegal drugs, Mayor Jed Patrick Mabilog is pushing for the creation of a local dangerous drugs board.
He urged the Sangguniang Panlungsod to pass an ordinance establishing an Iloilo City Dangerous Drugs Administrative Board.
Mabilog cited Section 458 of Republic Act 7160 (Local Government Code of 1991) which provides for the duties and functions of the Sangguniang Panlungsod, one of which is to enact ordinances intended to prevent, suppress and impose appropriate penalties for drug addiction, maintenance of drug dens and drug pushing.
The mayor also said Section 52 of Republic Act 9165 (Comprehensive Dangerous Drugs Act 2002) mandates the establishment, through an ordinance, of a “Local Dangerous Drugs Administrative Board.”
“With the sincerest intention to free all the barangays within our jurisdiction in the list of drug-affected barangays, I formally appeal to this august body to pass an ordinance establishing our local dangerous drugs board,” Mabilog wrote the SP.
Iloilo City has 180 barangays.
SP majority floor leader Eduardo Peñaredondo said the mayor’s request was referred to the committee on good government chaired by Councilor R Leone Gerochi.
He agreed that there must be a body responsible for the city government’s antidrug campaign.
“There must be a governing body gid ya…kay we are implementing our drug rehabilitation program and I think we already spent approximately P7.5 million. We hired consultants, psychiatrists, counselors, and nurses (in our drug rehabilitation program but) wala sang governing body nga naga-direct sang ila activities,” said Peñaredondo.
The city councilor surmised the absence of a local dangerous drugs board could be one of the reasons why President Rodrigo Duterte appeared misinformed about the real drug situation in Iloilo City.
“We are actually doing very good in our drug campaign, control and rehabilitation, according to the Department of Interior and Local Government,” said Peñaredondo.
Duterte branded Iloilo as “most shabu-lized” and a “bedrock of illegal drugs.”/PN
