ILOILO City – Every month beginning this August, teachers and Grade 12 students in this city may voluntarily donate blood to the Philippine Red Cross.

The city government signed a memorandum of agreement with the Department of Education (DepEd) Division of Iloilo City, Philippine Red Cross – Iloilo Chapter, and Department of Health (DOH) Region 6 for voluntary monthly bloodletting.

“This will guarantee the blood supply in the city,” said Mayor Jed Patrick Mabilog.

The agreement signing was held during the Non-Communicable Disease Caravan of the City Health Office (CHO) on Aug. 15 at Robinsons Place Iloilo.

The city government will shoulder the processing fee for the blood donation through the Iloilo City Social Fund.

Teachers and Grade 12 students participating in the bloodletting will first be tested for blood-related diseases such as hepatitis and human immunodeficiency virus / Acquired Immune Deficiency Syndrome.

Under the MOA, these are the roles of the city government:

  • provide assistance during the activity
  • coordinate with Red Cross for the latter to assist
  • allocate funds for blood-screening and other related services fees and remit the payment within 10 days after receipt of monthly Statement of Account of blood service fees of indigent residents of Iloilo City
  • secure a copy of the records of blood donors; and
  • keep track of the volume of blood withdrawn by residents from the blood bank.
    For DepEd-Iloilo City:
  • spearhead the voluntary blood-letting program
  • prioritize the conduct of activity during “dengue months” from June to October for the continuity of blood supply; and
  • encourage the Parents-Teachers Associations to actively participate in the recruitment of voluntary blood donors.
    For the Red Cross:
  • provide assistance to the city government and DepEd-Iloilo City during the activity
  • in-charge of the storage of blood extracted from donors
  • make available blood acquired from the said activity upon request of residents especially the indigents of Iloilo City free of charge, provided that a referral slip from the Local Chief Executive or whoever is designated shall be submitted
  • provide monthly report to the local government as to the dispensing and available balance of the blood acquired from the said activity and submit monthly Statement of Account for the blood service fees for the indigent residents of metropolis; and
  • take charge of the advocacy in school and provide snacks through their mobile kitchen.
    DOH-6 will provide additional funds for the conduct of voluntary blood donation and provide information materials for advocacy. (Iloilo City PIO/PN)
