BACOLOD City – Central Negros Electric Cooperative (Ceneco) will not yet charge member-consumers an additional P0.0817 per kilowatt-hour.
Its Board of Directors approved on Tuesday Resolution No. 11921 suspending the implementation of the Energy Regulatory Commission (ERC) order allowing Ceneco to bill its consumers the amount every month for 50 months.
The accumulated amount will be used to pay the cooperative’s P232,010,090 unpaid contract quantity covering the period July 26, 2011 to Nov. 25, 2013 with Kepco-Salcon Power Corp.
On the same day, the Ceneco Board passed Resolution No. 11920, seeking clarification with the ERC when the additional charge must be collected, in light of an opposing motion filed by the Social Action Center (SAC) of the Diocese of Bacolod.
Ceneco president Roy Cordova said the Board unanimously approved Resolution No. 11920 but not Resolution No. 11921.
Directors Dwight Carbon, Noel Alarcon, Joselito Gaston, and Jojit Yap voted to suspend the collection of the additional charge. Arnel Lapore opposed it, Robert Javellana abstained and Joyce Cuenca did not vote, Cordova said.
Cordova himself is against the enforcement of the June 27 ERC order until the agency has decided on the SAC’s motion filed on Oct. 4.
On Tuesday, several groups signed a petition asking the Ceneco management not to carry out the ERC order, and sent it to the Board.
The SAC is one of the groups. Its legal counsel, Vicente Petierre III, claimed Mayor Evelio Leonardia and Vice Mayor El Cid Familiaran share their sentiments.
In its motion for reconsideration, the SAC demanded that the ERC issue another order dismissing its June 27 order.
The “unnominated quantity of power” that Kepco-Salcon produced and sold to Ceneco is “grossly disadvantageous” and “should not be charged to consumers,” Petierre noted in the motion.
On Oct. 10, Rep. Greg Gasataya filed a resolution urging the House energy committee to look into the ERC order.
Ceneco general manager Sulpicio Lagarde Jr. confirmed that they did not apply the additional charge in the October bill./PN
