ILOILO City – The ouster of Jed Patrick Mabilog from the city government has resulted to a vacancy in the Sangguniang Panlungsod (SP).
New city mayor Jose Espinosa III’s previous post as vice mayor has been taken over by the SP’s No. 1 councilor, Jeffrey Ganzon.
With Ganzon now the vice mayor, the SP is short of one member.
According to Atty. Ferdinand Panes, head of the Department of Interior and Local Government (DILG) Iloilo City, the political party of the one who made the vacancy – in this case, Ganzon – would be the one to nominate his replacement.
The Local Government Code set this succession rule, he stressed.
Ganzon took his oath as vice mayor on Monday after Espinosa was formally sworn in as mayor replacing Mabilog who was dismissed from the service by the Office of the Ombudsman for “serious dishonesty.” Mabilog failed to explain the P8.9-million growth in his net worth in one year from 2012 to 2013, according to the Ombudsman.
Ganzon ran for councilor in the 2016 election under the Liberal Party although he indicated in April that he was transferring to the ruling Partido Demokratiko Pilipino – Lakas ng Bayan.
According to Panes, the political party that has the right to recommend Ganzon’s replacement at the SP was the party under which he ran in last year’s polls.
On the other hand, said Panes, if the vacancy is made by an independent candidate – one who does not belong to a political party – the one that nominates the replacement is the majority bloc in the SP.
However, Panes clarified that the role of political parties in the succession process is only recommendatory.
“The final say sini, sa sitwasyon subong diri sa city, ang ma-appoint sina ang Presidente sang Republic of the Philippines,” he stressed.
He also said the concerned political party may exercise the option of not naming a nominee./PN
