BACOLOD City – No budget will be allocated for vacant positions in the city’s 2018 budget proposal, according to Councilor Caesar Distrito.
What are these positions?
Distrito, chairman of the Sangguniang Panlungsod (SP) committee on finance and appropriations, failed to specify but said these are all regular positions in all offices in the city hall.
Distrito stressed that no city hall employee will be subject to regularization next year since “tanan nga unfilled positions ginkakas sa budget.”
Distrito said this after conducting a public hearing for the proposed P2.250-billion 2018 budget yesterday at the SP session hall in the Bacolod City Government Center (BCGC).
Another budget hearing will be conducted today, he added.
Distrito explained that part of the budget supposed to be for unoccupied positions will be allocated for the city government’s priority programs.
These priority programs include the installation of WiFi at the BCGC and the public plaza.
Last year, the SP approved an ordinance for the setting up of free internet connection in the areas but was not implemented until now.
Moreover, Distrito explained that the P7 million taken from the City Assessor’s Office’s initial budget of P25 million will be allotted for sports programs, another priority of the city government.
“The budget will also prioritize health services, solid waste management, social welfare services, peace and order, antidrug campaign, traffic management, economic development and infrastructure, tourism, and education,” said Distrito.
The development of the Bacolod City College is also one of the city’s priority programs, he added.
The 2018 budget is higher by P2 billion compared to this year’s budget.
Distrito said 51 percent (P1.145 billion) of the budget is from the internal revenue allotment from the national government while the remaining 49 percent (P1.104 billion) is from local sources including the collection of real property taxes, regulatory fees, business permits fees, and other local taxes.
He added that 50 percent of the budget will be for the city’s maintenance and other operating expenses, 28 percent for personnel services, 10 percent for the development fund, 5 percent for disaster risk reduction and management, 2 percent for the capital outlay, and 4 percent for other expenses./PN
