BACOLOD City – A total of 26 departments have presented and defended their budgets before the Sangguniang Panlungsod (SP) committee on finance and appropriations during the first two public hearings.

Another hearing will be conducted tomorrow, said Councilor Caesar Distrito, who chairs the SP committee on finance and appropriations.

The previous public hearings were held on Nov. 20 and 21.

Among the departments that already presented and defended their proposed 2018 budgets were:

* City Prosecutor’s Office (P1,458,972)

* Register of Deeds (P480,172)

* Bureau of Jail Management and Penology (P1,125,200)

* City Legal Office (P20,095,877)

* Bacolod Traffic Authority Office (P53,697,872)

* Bacolod City College (P37,726,103)

* City Health Office (P136,282,963)

* Lying-in Clinic & Birthing Center (P9,693,639)

* City Budget Office (P10,315,485)

* City Planning and Development Office (P17,038,873)

* General Services Office (P69,856,397)

* Management Information Technology Computer Services (P13,914,535)

* Human Resource Management Services (P6,936,983)

* Office of the City Accountant (P13,590,095)

* Management and Audit Services Office (P5,100,645)

* City Treasurer’s Office (CTO)-Administrative Division (P11,423,495)

* CTO-Land Tax Division (P13,716,140)

Distrito said those departments whose heads cannot attend tomorrow’s hearing will not be able to have a fund allocation to be taken from the P2.250-billion city budget for 2018.

“An absent department will automatically not get its appropriation approved,” he stressed.

According to Distrito, the SP committee will prioritize health services, solid waste management programs, social welfare services, public safety, antidrug campaign, traffic management, economic development and infrastructure, tourism, and education.

The development of the Bacolod City College is also among the priority programs of the city government.

The Nov. 21 hearing also discussed the complaints raised by several department heads regarding vacant positions not included in next year’s budget.

The City Budget Office said the unfilled regular positions will not be funded since their budget will be allocated for priority programs.

Concerns on adding job order personnel, installation of internet and telephone connectivity and purchasing officer supplies and motor vehicles were also raised during the first hearings.

Distrito said he will do his best to cater to all the requests and appeals, especially those that are “really important.”/PN
