BACOLOD City – The Solid Waste Action Team (SWAT) has started arresting violators of the “no segregation, no collection” policy in the city.
The apprehensions were in accordance with the provisions of Republic Act (RA) 9003, or the Ecological Solid Waste Management Act of 2000.
Vice Mayor El Cid Familiaran, who chairs the SWAT, said they started the arrests on Dec. 11.
Familiaran said they will release the records of their apprehensions to the public next week.
He said they are now on the process of collating the documents – like photos – that violate the policy.
These documents will then be submitted to the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources.
Familiaran said there are three teams assigned to catch violators and to document such apprehensions.
Violators will be reported to the police station, which will then submit a blotter report to the barangay council and the EMB.
The barangay council will enforce penalties, which may be a fine or community service, Familiaran said.
In case the barangay is a violator, the SWAT will submit a report to the EMB. The EMB will then issue a notice of violation to the barangay.
Meanwhile, Mayor Evelio Leonardia said the city government is facilitating the construction of a new sanitary landfill in Barangay Felisa in compliance with RA 9003.
Leonardia added that the city government already appropriated a budget for the new landfill.
The city government is also studying the feasibility of putting up the new landfill at the old dumpsite’s location.
Environment secretary Roy Cimatu earlier warned local government officials of facing criminal and administrative charges if they continue to operate open dumpsites.
Open dumpsites are prohibited under RA 9003./PN
