BACOLOD City – Agencies were helping to make sure that Negrenses will welcome the New Year safely.
They have been distributing flyers and posting infographic materials showing the dangers of using firecrackers as early as last week.
The Philippine National Police, the Department of Health (DOH) and the Bureau of Fire Protection are jointly promoting the Iwas Paputok 2017 campaign.
DOH in Western Visayas presses for safer ways to celebrate the New Year. It encouraged the public to use torotots (party horns), musical instruments or any object that can create celebratory sound to welcome 2018.
Dr. May Ann Sta. Lucia, coordinator for the Violence and Injury Prevention Program of DOH Region 6, said local government units must consider the following when holding community fireworks display: population within the fireworks display area, provision of emergency medical staff and equipment including standby ambulance with ambulance crew and other logistics, safe distance from establishments with highly flammable materials, and reasonable distance from residential and school buildings.
On Friday, the Negros Occidental Police Provincial Office (Nocppo) issued reminders to vendors and buyers of firecrackers and other pyrotechnic devices in the province.
The sellers were told to label their items with the name and address of their products’ manufacturers and warning instructions that must be in Filipino and English.
The firecracker’s classification must also be indicated on the label, Nocppo said.
Nocppo also reminded the vendors not to sell firecrackers to minors, or those aged below 18 years old.
A “one store, one permit” policy must also be observed. This has been implemented as early as the application process.
Applicants were made to specify the exact address where they intend to sell firecrackers.
This is to avoid multiplicity of stores with only one permit, Nocppo said.
The original permit must be displayed at all times at the stores for inspection of patrol officers.
Licensed dealers are prohibited from keeping in their stores firecrackers over 50 kilograms and other pyrotechnic devices over 1,000 kilograms.
The excess stock must be kept in a warehouse from which replenishment may be withdrawn from time to time when the need arises.
Licensed firecracker vendors in this capital city were displaying their goods at the designated “firecracker zone” at the Reclamation Area early this week.
Other local government units of cities and municipalities in the province have already assigned their respective firecracker zones:

The assignment of the firecracker zones is under President Rodrigo Duterte’s Executive Order (EO) 28, which regulates the use of firecrackers and other pyrotechnic devices in the country.
The same EO is also the basis of the operations that police officers across the province are conducting.
Moreover, police were closely monitoring the use of firearms during the revelries. They aim for zero stray bullet injuries and deaths.
Anyone, including uniformed personnel, who will indiscriminately fire guns will face appropriate charges, police said./PN
