ILOILO City – Taxi drivers in Western Visayas find two new requirements imposed by the Land Transportation Franchising and Regulatory Board (LTFRB) unnecessary at this time. These are the Global Positioning System (GPS) and dashboard cameras.
These two requirements must be complied before LTFRB recalibrates each taxi meter to conform to the flag down rate – P40 – that the Board approved.
Because no taxi has complied with the requirements, they were not able to have their meters recalibrated last month, according to Perfecto Yap, president of the Association of Taxi Operators in Panay (ATOP).
The effect: taxis could not impose the P40 flag down rate on their passengers.
“There are some provisions and requirements set that are not necessary at this time for the taxi drivers. That’s the reason why nobody among taxi drivers and operators complied,” said Yap.
GPS is a satellite-based navigation system that provides geolocation and time information to a GPS receiver anywhere on or near the Earth. LTFRB cites the improved security it offers to taxi drivers and passengers on the move.
A dashboard camera (dashcam or dash cam), on the other hand, is an onboard camera that continuously records the view through a vehicle’s windscreen. It may be attached to the interior windscreen or to the top of the dashboard, by suction cup or adhesive-tape mount.
Dashboard cameras may provide video evidence in the event of a road accident. During parking, some dashboard cams still can capture video evidence if vandalism is detected.
The P40 flag down rate sought by the Philippine National Taxi Operators Association was approved in October 2017 yet.
From the P3.50 per two minutes of waiting time, LTFRB also approved that taxi passengers be charged P2 per minute of waiting time.
Also, from the previous P3.50 for each succeeding 300 meters, commuters would be charged P13.50 per kilometer.
Yap said the new rates would somehow given taxi drivers some relief from the spiraling cost of fuel, auto parts and basic commodities.
But he said they would write LTFRB requesting for a deferment of the GPS and dashboard camera requirements that taxi drivers found “not necessary at this time.”/PN
