MANILA – Some lawmakers will seek the help of the Supreme Court this week to halt the Tax Reform for Acceleration and Inclusion (TRAIN) law.

Rep. Antonio Tinio and his allies will “raise procedural and substantive issues” in the TRAIN Law.

“One such procedural issue would be the invalid ratification of the law kasi, matatandaan niyo, walang quorum noong ipinasa nila iyong batas,” the ACT Teachers party-list congressman said.

Doon naman sa substantive issue, we could raise the issue noong pagiging regressive nature of the law, which benefits the rich at the expense of the poorest of Filipinos,” he said.

The TRAIN law, or Republic Act 10963, was expected to raise the take-home pay of 7.5 million individual income tax payers and at the same time impose higher taxes on fuel, cars, tobacco, coal, and mining, among others.

On petroleum, P1 per kilogram tax for liquefied petroleum gas will be added next year, while diesel will have a P2.50-per-liter tax increase and all variants of gasoline fuel will be taxed P7 per liter.

Beverages using caloric and non-caloric sweeteners will be taxed P6 per liter, while P12 per liter for beverages using high fructose corn syrup.

Tax-exempt are all milk, 3-in-1 coffee, 100-percent natural fruit and vegetable juices, meal replacement, medically indicated beverages, and juices that use coco sugar and stevia./PN
