Murder suspect faces criminal, admin raps
ILOILO City – A criminal complaint for murder would be filed today against the policeman linked to the death of an employee of the local government of Sara, Iloilo.
Police Officer 2 Kevin Piosca of the Sara police station would also be charged administratively for grave misconduct.
“Automatic ‘yan. Once the criminal case is filed, the administrative case will follow,” said Senior Superintendent Marlon Tayaba, director of the Iloilo Police Provincial Office.
The murder complaint against Piosca, the suspected mastermind in the shooting of Mae Luzuriaga, a 53-year-old accounting officer at Sara’s Municipal Engineering Office, would be filed at the Provincial Prosecutor’s Office.
Tayaba said Piosca may be dismissed from the service if found guilty.
Luzuriaga was shot in Concepcion, Iloilo Thursday last week.
The suspected gunman, Edmar Camangyan of Barangay Preciosa, Sara, would also be charged with murder today, said Chief Inspector Abner Jordan, police chief of Concepcion.
Piosca reportedly owed Luzuriaga P1 million and the victim was already demanding payment.
The policeman was linked to the crime a day after Chief Superintendent Cesar Hawthorne Binag, regional police director, warned police against engaging in criminal activities now that their salaries have been doubled.
With better pay, there is no more reason for policemen to engage in illegal activities, according to Binag at the annual New Year’s Call of the Police Regional Office 6 (PRO-6) in Camp Delgado on Jan. 10.
“I would not hesitate to dismiss them from the service kung magloloko pa sila,” said Binag,
While the Concepcion police detained Camangyan, the National Bureau of Investigation took custody of Piosca.
Luzuriaga’s officemate and friend, Ramona Magbanua, was a key witness to the crime and her statements helped hasten the two suspects’ arrest.
Magbanua told the police Piosca threatened to kill her and harm her family if she won’t cooperate with his plan.
According to Jordan, citing Magbanua’s confession, Luzuriaga was lured into going to Concepcion where the crime was consummated.
“(Magbanua) was the one feeding Piosca with information about their location. Partly, there was connivance but we have to tap her as our witness to pin Piosca and Camangyan down,” said the Concepcion police chief.
Luzuriaga was shot at Nory’s Refreshment in Barangay Poblacion, Concepcion.
“The plan was to rob and kill the victim but Camangyan may have panicked. He either forgot to take Luzuriaga’s bag or got cold feet after shooting the victim that he decided to just leave quickly without taking it,” said Jordan.
Piosca was arrested in his house in Barangay Bondulan, San Dionisio, Iloilo on Friday. He was disarmed.
