BACOLOD City – The local government launched yesterday the celebration of the 80th anniversary of Bacolod as a city.
“Bacolod @ 80” will run for this entire year. A series of activities has been lined up, Mayor Evelio Leonardia said.
Leonardia issued Executive Order (EO) No. 01, series of 2018 on Jan. 3 creating the organizing committee that will “stir and manage the 80th anniversary celebration of the city.”
The city will be 80 years old this year. Its Charter was signed by then President Manuel Quezon on June 18, 1938, the EO stated.
Republic Act 7724, however, declared Oct. 19 of every year the Bacolod City Charter Day, a special nonworking public holiday in the city.
Leonardia has been challenging the idea that Bacolod was established as a city on Oct. 19, 1938.
In fact, upon his request, ally Rep. Greg Gasataya filed House Bill No. 5875 in June last year to amend the law and place the Charter Day on June 18 of every year.
Leonardia has been insisting that Commonwealth Act 326, which turned Bacolod into a city, was signed by Quezon on June 18, 1938.
The law was “bearing with it the misconception that the city was created on the day of its formal inauguration and the first assembly of the city council on Oct. 19, 1938,” Gasataya had said.
The EO named the following as members of the Bacolod @ 80 organizing committee:
* Leonardia – overall chairman
* Vice Mayor El Cid Familiaran – overall cochairman
* City Administrator John Orola – overall vice chairman
* Councilor Em Ang – executive director
* Councilor Cindy Rojas – deputy executive director
* former city tourism officer Imogene Kanaan – secretary
* Atty. Edward Joseph Cuansing, City Planning and Development Officer Mary Jean Ramos, Executive Assistant Federico Guanzon, Public Information Officer Danny Dangcalan, and Executive Assistant Rodel Parcon – members
The EO noted that Bacolod has become one of the premiere highly urbanized cities in the country and recognized as “top-performing” in terms of business-friendliness, economic dynamism, tourism, business process outsourcing operation, resiliency, and child-friendliness./PN
