BACOLOD City – A dismissed policeman suspected of involvement in the illegal drug trade was shot and killed by an officer during an antidrug operation in Purok Avocado, Barangay 20 on Thursday.
Richard Dollosa, 35, allegedly shot an antinarcotics operative going after two other drug suspects at around 4:10 a.m., prompting the latter to fire back.
At the time, a team from the City Drug Enforcement Unit of the Bacolod City Police Office (BCPO) was operating against Jessie Concengco, 23, of Binalbagan, Negros Occidental and Paul Chavez, 24, of Barangay Estefania, this city.
Inspector Adrian James Albaytar, leader of the operating police team, questioned the presence of Dollosa in the house where their targets were.
The latter then drew out a firearm and shot Albaytar but missed. Albaytar fired back, hitting Dollosa on the chest, police said.
Dollosa was rushed to the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) where he was pronounced “dead on arrival.”
A report from the BCPO stated that Dollosa – a former Police Officer 3 – was a native of Barangay Progreso, Binalbagan, Negros Occidental.
He was assigned at the Regional Public Safety Battalion 6 as part of the 2nd Mobile Force when he failed to undergo a drug test on March 10, 2015.
Dollosa was later assigned as intelligence police noncommissioned officer at the municipal police station in Candoni, Negros Occidental but he went AWOL (absent without official leave).
On Jan. 11, 2017 Dollasa was dismissed from the service for “serious neglect of duty by being AWOL for 87 days,” the BCPO said.
An alleged drug user and trader, and a suspected gunrunner, Dollosa was in the watch list of the Negros Occidental Police Provincial Office, said the BCPO.
The BCPO said the following items were recovered by a CLMMRH nurse from Dollosa’s body: two sachets of suspected shabu, drug paraphernalia, a bladed knife, a black pouch, a coin purse, and a Fossil wristwatch.
Concengco and Chavez were arrested and hauled to the custodial facility of Police Station 4. They denied involvement in the drug trade.
Five sachets of suspected shabu with an estimated market value of P140,000 and a .45 pistol were seized from them./PN
