BACOLOD City – A construction worker charged with qualified rape was arrested in Barangay Estefania.
Paul Jerald Aspen, 39, was a resident of Barangay Minoyan, Murcia, Negros Occidental.
He was caught around 9:30 a.m. on Sept. 14.
The court did not set a bail bond for his temporary liberty.
Aspen was detained at the Murcia police station./PN
