
ILOILO City – The city government will allow open sidewalk vending from Dec. 1 to 31.
“Gina-obra ta ‘ni para mabuhi-buhi man ang mga sidewalk vendors naton (this holiday season),” said Mayor Jerry P. Treñas.
Executive Order 106-2022 he issued for this identified streets and/or locations where vendors may put up stalls.
The vendors will be supervised by the Public Safety and Traffic Management Office (PSTMO) that will also make sure there will be walking spaces for the shoppers.
Treñas noted that while EO No. 010-2022 was issued reconstituting the Joint Task Force on Road Clearing, the city government balances the intent of road clearing and the economic opportunity of the vendors during the holidays.
The areas identified for sidewalk vending are the following:
* along Iznart Street (from Po’s Marketing to Jollibee, lznart);
* along J.M. Basa Street (from Socorro Pharmacy to Washington grocery store);
* along Ledesma Street (from Unitop to the corner of F&C Pawnshop);
* along Valeria to Delgado streets (from F&C to Iloilo Supermart);
* along Delgado Street (from corner Merczi to Iloilo Supermart;
* Jaro Plaza (outside the perimeter of Jaro Plaza across the Evangelical Church except the area in Ledi Supermart; and front of SM SaveMore at the Pious XII side to across the Montinola Mansion; and
* Molo Plaza – Jocsin Street (church) and Katilingban (M.H. del Pilar Street).
“Other than these areas, sidewalk vending is strictly prohibited and shall be subjected to the jurisdiction and authority of the Joint Task Force on Road Clearing,” the EO stated.
The order also emphasized that vendors should comply with the corresponding requirements to be submitted to Special Services Division of the PSTMO.
Requirements include barangay clearance from respective barangay where the vendor intends to sell; community tax certificate (cedula); vaccination cards: special permit contract – SSD, Anti-Smoking signage from ICAST; and health cards (if the vendors shall sell food).
Moreover, among others, a payment of not less than P200 per stall shall be made to the City Treasurer’s Office for the special permit. Only one stall shall be permitted to operate for every vendor.
The temporary stalls allowed for sidewalk vendors must have the following specifications:
* not be bigger than 2 meters x 4 meters in size;
* stalls must be one meter apart;
* the front portion of the stalls must be 1/2 meter from the gutter allowing passage of goers in the area;
* the installation of the stalls shall be made by the approved sidewalk vendors who have secured special permit to operate; and
* at the end of the period allowed, the vendors shall cause the removal of the stalls, leaving the areas clean and free from loitered materials./PN
