BACOLOD City — Officials of this city are moving forward with plans to establish an animal welfare desk aimed at enhancing the protection and welfare of animals.
The city council recently approved the first reading of a proposed ordinance that mandates each barangay council to set up an animal welfare desk within their premises. This initiative is designed to address cases of animal abuse and facilitate reports to the appropriate authorities, ensuring swift action and response.
Councilor Celia Flor, who advocates for the ordinance, highlighted that this measure is in line with the principles of the Animal Welfare Act of the Philippines (Republic Act 8485).
The Act emphasizes the physical and psychological well-being of animals, stipulating standards for accommodation, feeding, general care, and the prevention and treatment of disease.
The proposed ordinance also aims to allow animals to live free from fear, distress, and pain, and to express normal behaviors without harassment.
In support of these goals, several animal welfare programs have been introduced in the city, such as the “Libre Kapon” program spearheaded by Councilor Al Espino, which focuses on controlling the stray dog and cat populations.
Further demonstrating its commitment to animal welfare, the city government has provided a financial assistance of P500,000 to the PAWSsion Project, an animal welfare organization that manages care for dogs at the city pound.
According to data from the PAWSsion Project, there are approximately 100,000 stray dogs in Bacolod City.
Flor said residents who witness any incidents of animal cruelty can report these to animal welfare desks. Depending on the severity of the incident, the officer in charge will record the details, prepare a witness affidavit, and take the necessary action./PN
