
WHEN PEOPLE think of flooding, they often imagine swollen rivers bursting their banks or storm surges crashing into coastal villages. But in many parts of Iloilo, the enemy comes quietly from within — fluvial flooding, a creeping, rain-induced inundation that strikes even flat, inland barangays far from mountains and shorelines.
The recent onslaught of Tropical Storm “Ramil” has made this clear: even areas without rivers or hills were suddenly submerged, their roads turned into waterways, their homes swamped by rainwater that had nowhere to go.
Fluvial flooding occurs when intense rainfall collects in natural depressions and poorly drained basins, overwhelming existing canals and waterways. In low-lying barangays of Balasan, Carles, and Estancia, the phenomenon was aggravated by blocked or nonexistent drainage. As the Provincial Disaster Risk Reduction and Management Office (PDRRMO) pointed out, water that could not find an outlet simply followed the path of least resistance — the roads. It is a stark reminder that flooding is not just a topographical issue but a planning failure.
The problem lies in how drainage has been treated as an afterthought in infrastructure development. Road projects are completed without proper canal systems. Subdivisions are built without retention ponds. Natural waterways are clogged or diverted without considering their downstream effects. Without a comprehensive drainage map and watershed management plan, even moderate rainfall can paralyze entire communities.
The solution must begin with public awareness and data-driven planning. Local governments, in coordination with the Department of Public Works and Highways (DPWH) and the Office of Civil Defense (OCD), should conduct detailed mapping of drainage and watershed systems to identify flow patterns and flood-prone basins. Restoring natural waterways, enforcing no-build zones, and maintaining open canals must be treated as priority programs, not seasonal clean-up campaigns after every storm.
Equally crucial is long-term investment in sustainable water management infrastructure Drainage systems must be designed not merely to drain, but to retain — incorporating rainwater harvesting, catchment ponds, and permeable pavements that allow water to seep back into the ground. These measures, coupled with regular maintenance and strict enforcement of environmental laws, can turn Iloilo’s flood-prone zones into models of climate resilience rather than recurring disaster sites.
Fluvial flooding may not come with the drama of raging rivers or typhoon surges, but its damage is no less real — it erodes roads, destroys crops, and silently drains local economies. Ignoring it is no longer an option. As the climate grows harsher and rainfall becomes more unpredictable, Iloilo must learn to live smarter with water — by managing where it should flow, and never again waiting until it’s flowing through our homes.
