ILOILO City – Residents of this city will experience an upward movement in their November electrical bill, as this month’s average residential rate is ₱11.8558 per kilowatt-hour (kWh), following an increase of ₱0.7687 per kWh from last month.
MORE Electric and Power Corporation (MORE Power) cited the factors contributing to this, which include constrained electricity supply due to the outage of power plants in Cebu and Mindanao this September and the National Grid Corporation of the Philippines (NGCP) placing the grid in yellow alert for several hours after the 6.9 magnitude earthquake.
Aside from the NGCP placing Visayas on yellow alert, Palm Concepcion Power Corporation (PCPC) also had its share of outages toward the end of October that made a tight supply condition and pushed market prices upwards.
Last month, the effective Wholesale Electricity Spot Market (WESM) price in the MORE Power’s franchise area was ₱5.78 per kWh, which was up by ₱1.83 from the previous month.
The peak demand in October 2025 was 135.4 megawatts (MW).
Other implications of rate adjustment are the increase in FIT All Rate and the implementation of the Universal Charge for Environmental Charge as mandated by the Energy Regulatory Commission.
“MORE Power is consistently working to mitigate the effects of price volatility in the market, given that external factors like earthquakes and natural disasters can affect the system of the power generation plants which could lead to major outages. One key approach to enhance stability is to firm up our long-term and locally sourced supply — especially within the Visayas region,” said Energy Sourcing Manager Raphael Dorilag.
System loss rate also increased to ₱0.4512 per kWh from ₱0.4210 per kWh just last month due to the increase in the overall cost of power (generation).
The 12-month average system loss decreased from 5.72% to 5.64%. Although several factors showed an increase in cost, the transmission charge decreased due to the reduction in the cost of Ancillary Services (AS) from the Reserve Market.
The transmission charge decreased this month to ₱1.8612 per kWh from ₱2.1478 per kWh last month. The ₱0.2866 per kWh reduction was due to the decrease in the AS cost of the Reserve Market and the decrease in the scheduled AS capacity of Energy Storage Systems and Diesel Plants under the Ancillary Services Procurement Agreement (ASPA).
For the November billing period, meanwhile, MORE Power’s distribution fees remained unchanged./PN
