CAPIZ — Members of the Provincial Development Council (PDC) convened at the Hall of Governors in the Provincial Capitol on November 20 to assess and refine priority development projects aimed at sustaining the province’s growth trajectory.
The meeting, presided over by Gov. Fredenil H. Castro, highlighted the collaborative efforts of local leaders and stakeholders in shaping Capiz’s long-term development agenda.
Among the key attendees were Provincial Planning and Development Coordinator Wilar de los Santos, EnP; Board Member Cecilio Fecundo, Chairman of the Committee on Appropriations; and Capiz 1st District Representative Cong. Ivan Howard Guintu. Rosemarie Gardose, Deputy Provincial Administrator for the province’s 2nd District, represented Congresswoman Jane T. Castro.
A significant part of the gathering was the formal introduction of newly appointed representatives from Civil Society Organizations (CSOs), whose participation is seen as vital to addressing priority concerns in the areas of social, economic, environmental, infrastructure, and institutional development. Their inclusion reflects the province’s commitment to strengthening inclusive governance and community involvement in policy formation.
The council also undertook a detailed review of the Supplemental Annual Investment Program (AIP) for 2025 and 2026, ensuring that budget allocations are aligned with strategic priorities and will effectively support ongoing and upcoming provincial government initiatives. The objective is to maximize resources to promote growth and improve the quality of life for Capiznons.
Engr. Lea L. Ubierna, Officer-in-Charge of the Provincial Agrarian Reform Project of the Department of Agrarian Reform (DAR) Capiz, provided updates on the Inclusive Partnership of Agrarian Reform Communities (IPARC) Program, which aims to strengthen support for Agrarian Reform Beneficiaries (ARBs) through improved access to resources and more sustainable agricultural practices.
During the session, Cong. Guintu also outlined several development initiatives being advanced by his office, designed to enhance infrastructure, stimulate economic activity, and uplift communities across the province.
The discussions underscored the PDC’s proactive stance in steering the province toward sustainable progress through strong coordination among government agencies, CSOs, and other stakeholders.
