BACOLOD City — The Bacolod City Government, through the Department of Social Services and Development (DSSD) and the Office of Mayor Greg Gasataya, will seek additional funding from the Department of Social Welfare and Development (DSWD) to extend Emergency Cash Transfer (ECT) assistance to families affected by Typhoon “Tino.”
The move follows the completion of the 2025 ECT payout and the identification of beneficiary families who were not covered during the first and second payout batches after the typhoon struck the city on November 4, 2025.
DSSD assistant head Alma Gustilo said barangays have been instructed to re-submit updated ECT masterlists, strictly following the prescribed format and excluding households that have already received assistance.
Barangays were directed to submit the revised lists to leftoutdssdbacolod@gmail.com on or before January 4, to allow the city government to formally file its appeal with the DSWD by January 5.
Gustilo emphasized that late or incomplete submissions will not be included in the city’s appeal for additional funding.
The DSSD clarified that all submitted masterlists will still undergo the DSWD’s standard reduplication and cross-matching process. Entries with incomplete or inconsistent information, those found to have received duplicate assistance, or those tagged as “nearly matched” may be excluded.
“Inclusion in the masterlist does not automatically guarantee inclusion in the final payroll, as approval remains subject to DSWD validation and authorization,” Gustilo said.
The 2025 DSWD ECT payout officially ended on December 31, 2025, after 19 days of distribution. Based on DSWD allocation, Bacolod received P230.12 million, which covered 39,369 families, including 3,789 severely affected and 35,575 slightly affected households, based on data submitted to the national government as of the November 17, 2025 cutoff.
However, the city consolidated a total of 48,236 affected families from 61 barangays, leaving thousands of households uncovered during the initial payout batches.
