MANILA — With billions of pesos coursing through defense modernization and operations, President Ferdinand Marcos Jr. on Wednesday made fiscal accountability a central charge to the Armed Forces of the Philippines’ newest senior leaders, warning that safeguarding public funds is now inseparable from safeguarding the nation.
Speaking at the oath-taking of 38 newly promoted AFP generals and flag officers, along with a graduate of a foreign pre-commissioned training institution, Marcos said the expanded authority that comes with higher rank must be matched by stricter stewardship over government resources entrusted to the military.
“More than your role as the protectors of our nation, you must also be among the faithful stewards who guard public resources,” Marcos Jr. said at the ceremony at Malacañan Palace.
“Be among those who ensure that every peso translates into capability, preparedness, and integrity,” he added.
The President, who serves as commander-in-chief, said the promotions reflect the government’s confidence in the officers’ leadership at a time when defense spending, modernization programs, and regional security demands are intensifying.
“You begin this new year now with new stars and greater responsibilities resting upon your shoulders, yet your mission remains unchanged. It endures,” he said.
“Your higher rank demands sharper judgment and steadier leadership, especially in an era of complex threats, rising geopolitical tensions, and heightened security of – security concerns for our country,” Marcos added.
Marcos also pointed to concrete government support for the military, citing provisions in the 2026 national budget, including base pay adjustments and increased subsistence allowances for uniformed personnel.
He stressed that ethical conduct at the top is crucial, noting that the behavior of senior officers sets the tone for the entire organization.
“Ang halaga ng isang tunay na pinuno ay nasusukat sa tamang asal at magandang halimbawa na kaniyang ipinapakita, hindi sa taas ng kaniyang ranggo,” Marcos said.
The President cited integrity, discipline, and honor as the principles that should guide decision-making as the newly promoted officers confront operational, financial, and leadership challenges.
Marcos also highlighted the AFP’s gains over the past year, including advances in modernization and active participation in international defense exercises and interoperability initiatives.
“Internationally, you represented your country with utmost professionalism through joint exercises and interoperability initiatives. These defense partnerships reinforced our commitments and credibility in the international community,” he said.
He closed by urging the officers to uphold both combat readiness and institutional trust.
“Lead well, stand your ground, and keep the AFP worthy of its name,” Marcos said./PN
