Bacolod OBO requires business establishments to install CCTV

BACOLOD City — The Office of the Building Official (OBO) here is strictly requiring business establishments to install closed-circuit television (CCTV) systems as part of the requirements for the issuance and renewal of business or Mayor’s permits.

The requirement takes effect as the Business One-Stop Shop (BOSS) for the renewal and new applications of Mayor’s permits for 2026 officially opened on Monday, January 5. Among the mandatory documents in securing a Mayor’s permit is an OBO clearance.

To obtain the clearance, applicants must comply with OBO requirements, including the installation of CCTV systems in business establishments.

Engr. Orlando Dalipe Jr., chief of the Annual Inspection Division of the OBO, said the office will issue a clearance only after establishments comply with City Ordinance No. 600, series of 2012.

The ordinance mandates banks, financial institutions, and business establishments with a minimum capital of P3 million to install CCTV systems within their premises to enhance security and crime prevention.

Aside from the local ordinance, the OBO is also enforcing the Department of the Interior and Local Government (DILG) Memorandum Circular (MC) No. 2022-060.

The circular amends and updates earlier CCTV guidelines under MC No. 2014-119 and encourages cities and capital towns nationwide to enact ordinances requiring certain business establishments to install CCTV systems as a condition for the issuance or renewal of business permits, pursuant to the General Welfare Clause of the Local Government Code (Republic Act 7160).

However, Dalipe emphasized that under MC No. 2022-060, all business establishments are required to install CCTV systems for security purposes.

He said applications for Mayor’s permits will be placed on hold if establishments fail to comply with OBO requirements.

“The city will not issue a Mayor’s permit to any establishment that fails to comply with all the necessary requirements,” Dalipe said./PN
