CAPIZ — Residents of Sapian town welcomed a major boost to public health and living conditions following the inauguration of the Local Government Support Fund–Support and Assistance Fund for Participatory Budgeting (LGSF-SAFPB) Project, which upgrades the water supply system in Sitio Baybay, Poblacion, from Level II to Level III.
The project is expected to provide a more reliable and sustainable source of clean water to the community, addressing a long-standing need of residents in the area.
The inauguration ceremony was led by Department of the Interior and Local Government (DILG) Region VI Regional Director Juan Jovian E. Ingeniero, CESO III, and was attended by local officials, community members, and project stakeholders.
Vice Mayor Ralph C. Odrunia welcomed the guests and expressed appreciation for the DILG’s support, describing the upgraded water system as a long-awaited project for Sapianons.
“This isn’t just a project; it’s a lifeline,” Odrunia said, emphasizing the importance of safe and reliable access to water for the community.
Regional Director Ingeniero underscored the broader impact of the initiative, saying the project reflects the municipality’s commitment to prioritizing the welfare of its constituents.
“By prioritizing this initiative, the Municipality of Sapian is sending a powerful message—that the welfare of every citizen matters and that local leadership can create meaningful change,” he said.
DILG Capiz Provincial Director Cherryl P. Tacda urged the local government to ensure the facility’s long-term sustainability by establishing a dedicated office to manage and oversee its operations.
Mayor Jose O. Villanueva thanked the DILG for the project and acknowledged the Andrada family for donating the project site, as well as the Metro Roxas Water District for providing technical assistance.
“This project will not only enhance the quality of life in our community but will also serve as a model of effective collaboration for future initiatives,” Villanueva said.
The ceremony concluded with the testing and commissioning of individual water meters and fire hydrants, marking a key milestone in Sapian’s efforts to improve basic services and infrastructure./PN
