BACOLOD CITY — The City Government of Bacolod is moving to institutionalize the Clean As You Go (CLAYGO) principle in public places and private establishments following the first-reading approval of a proposed ordinance.
The measure, authored by Councilor Israel Salanga, seeks to promote cleanliness, orderliness, civic responsibility and proper waste management by requiring individuals and establishments to clean and properly dispose of waste in the areas they use.
Under the proposed ordinance, residents, customers, business owners, employees and visitors would be encouraged to take responsibility for maintaining the cleanliness of the spaces they occupy or use.
Private establishments would also be required to keep their premises clean and provide appropriate facilities for the proper disposal of waste, Salanga said.
The proposed measure includes corresponding penalties for violations, along with other provisions intended to ensure compliance with the CLAYGO policy.
Salanga said the ordinance seeks to make cleanliness a shared responsibility rather than one that rests solely on the city government.
He explained that following its first-reading approval, the measure will undergo committee hearings and deliberations, where possible amendments may also be introduced, before it can proceed to second and third readings and final approval.
