BACOLOD City — The Sangguniang Panlungsod (SP) here is considering a proposed ordinance seeking to simplify and standardize the processing of business permits for public utility transportation businesses, in line with the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
Authored by Councilor Dindo Ramos, chairperson of the SP committee on transportation and traffic, the proposed measure aims to reduce delays caused by redundant and unnecessary requirements while ensuring public safety, traffic management, and regulatory compliance.
The proposed ordinance, approved on first reading during the regular session last week, will be known as the Public Utility Transportation Business Permit Streamlining Ordinance of Bacolod City. It is anchored on Republic Act No. 11032, which mandates government offices to simplify procedures, shorten processing time, and eliminate red tape in public service delivery.
Under the proposal, the city government recognizes public utility transportation as an essential service vital to the mobility, safety, and economic activity of Bacolod residents. The measure underscores that excessive clearances in the issuance and renewal of permits run counter to the State’s policy of efficient and transparent governance.
Ramos said the proposed ordinance will apply to all public utility transportation businesses operating within the city, including jeepneys, taxis, tricycles, buses, transport network vehicle services (TNVS), and other similar transport services authorized by law.
To secure or renew a business permit, transport operators will be required to submit only three documents: a barangay clearance, a clearance from the Bacolod Traffic and Transportation Management Department (BTTMD), and a valid franchise issued by the appropriate national agencies.
The proposed measure also reiterates that processing time shall comply with the timelines prescribed under the City Government’s Citizens’ Charter, consistent with national laws on anti-red tape and ease of doing business.
Furthermore, the ordinance explicitly prohibits any city office or department from imposing additional requirements beyond those stated in the measure and existing national regulations. Any unauthorized requirement imposed shall be deemed void, Ramos said./PN
