MANILA — President Ferdinand “Bongbong” Marcos Jr. said the Independent Commission for Infrastructure (ICI) has largely completed its investigation into alleged irregularities involving multimillion‑peso flood control projects across the country, with the body now preparing its final report for submission to authorities that could pursue possible criminal and administrative cases.
Speaking to reporters during a press conference in New York City, the President said the commission is now consolidating the results of its probe before transmitting its findings to the Department of Justice (DOJ) and the Office of the Ombudsman.
“Their brief has already been fulfilled,” the President remarked.
Marcos said the commission is now in the final stage of compiling its findings and drafting its report.
“Well, right now what the ICI is doing is that they are collating all of their findings because dadalhin nila – siyempre (they will bring it), they are also writing their final report. I think baka tapos na (maybe it’s finished). But the – essentially within – with the ICI itself has made a determination that much of their work has already been done,” Marcos said.
Once finalized, the commission’s findings will be forwarded to agencies with jurisdiction to evaluate and pursue appropriate cases.
“And the next part of this process is that they will send those – the information, they will send it to DOJ and the Ombudsman, depending on which is the appropriate body. So, nandoon tayo ngayon,” he added.
Marcos said the commission’s next steps will depend on the outcome of the report and the actions taken by the relevant investigative and prosecutorial bodies.
“Now, what will happen afterwards is, let us see what else that they can do but for now their brief has already been fulfilled,” the President said.
The ICI was created by Marcos in September last year following mounting public criticism and allegations of corruption involving flood control projects implemented in various parts of the country.
Earlier this year, the President said the commission was nearing the completion of its investigation into the controversial projects.
At present, the commission has only one remaining member, its chairperson, retired Supreme Court Justice Andres Reyes Jr.
Former commissioner Rogelio “Babes” Singson stepped down in December 2025 citing health and security concerns, while Rossana Fajardo also resigned after saying she had already completed the tasks she set out to accomplish./PN
