ANTIQUE — The Provincial Government of Antique has become the first local government unit in Western Visayas to formally partner with the Bureau of Jail Management and Penology (BJMP) to provide healthcare services for persons deprived of liberty (PDLs).
Gov. Paolo S. Javier and BJMP Regional Director Jhon D. Montero signed the memorandum of agreement (MOA) earlier this week in response to the agency’s call for stronger medical support for inmates.
Under the agreement, the Angel Salazar Memorial General Hospital will establish a “specialized lane” for PDLs, ensuring priority in triage and emergency cases. Medical services will be covered by PhilHealth and the Medical Assistance for Indigent and Financially Incapacitated Patients (MAIFIP) program, allowing indigent inmates to receive treatment without financial burden.
The BJMP will remain responsible for the transport and custody of PDLs, while the hospital will provide specialized isolation wards when necessary.
Javier said the partnership reflects the province’s commitment to inclusive and humane public service.
“Healthcare is a fundamental right that should be accessible to all, regardless of circumstance. Through this partnership with BJMP, we are ensuring that even our PDLs receive proper medical attention and humane treatment,” he said.
The agreement, which is valid for three years, establishes a long-term framework for humane safekeeping and improved access to healthcare services.
As the first province in the region to enter into such an agreement, Antique is expected to set a precedent for other local government units in advancing the right to health for all, including those in custodial facilities./PN
