CAPIZ — In response to the national government’s declaration of a National Energy Emergency, the Provincial Government of Capiz has initiated measures to promote responsible energy use and efficient resource management.
Under the administration of Gov. Fredenil H. Castro, an ad hoc committee has been created to implement austerity measures and recalibrate plans for the upcoming Capiztahan Festival in April 2026.
A memorandum issued on March 25, outlines the committee’s framework, highlighting the need for the province to align its programs and activities with national efforts to address the ongoing energy crisis.
Castro emphasized the province’s commitment to ensuring that celebrations remain both vibrant and environmentally responsible, calling for a festival that highlights the importance of energy conservation.
The Capiztahan Festival, one of the province’s flagship events, traditionally draws both locals and tourists with its showcase of culture, cuisine, and community activities. However, due to current energy concerns, this year’s celebration will undergo significant adjustments.
The provincial government said the goal is to prioritize essential community needs and services while preserving the festival’s distinct cultural identity.
The ad hoc committee is chaired by Provincial Tourism and Cultural Affairs Officer Alphonsus D. Tesoro and is composed of representatives from various sectors of the provincial government, including legal, engineering, and cultural offices.
The committee has been tasked with key responsibilities, including formulating austerity measures by developing practical plans that will allow the festival to proceed while adhering to energy limitations and promoting sustainable practices.
It will also review activities and budget allocations by evaluating scheduled events and financial plans to eliminate unnecessary expenses and improve resource efficiency. In addition, the committee will ensure that all measures are aligned with energy conservation goals to promote responsible resource utilization and set a precedent for future events.
Members of the committee have been directed to convene immediately to begin consultations and gather input from stakeholders. Their recommendations will be submitted to the provincial leadership for review and approval.
The creation of the committee reflects the provincial government’s proactive response to the energy crisis, underscoring its commitment to both public welfare and environmental sustainability.
Castro reiterated that these measures are crucial not only in addressing current energy challenges but also in building a more resilient and sustainable future for Capiz.
The provincial government is also urging Capisnons to participate in this effort, emphasizing the importance of collective action and shared responsibility.
