ILOILO City – After nearly two years of stalled construction that disrupted traffic, businesses, and daily life, Department of Public Works and Highways (DPWH) Secretary Vivencio Dizon has ordered the immediate resumption and fast-tracking of a long-delayed road and drainage project in Molo district, warning officials over lapses that fueled public frustration.
Dizon issued the directive on April 15 following an on-site inspection of the unfinished excavation and drainage works along barangays East Timawa and Taal with Mayor Raisa Treñas, where he discovered setbacks and a breakdown in coordination between national and local offices.
“Walang nagsabi sa akin na may problemang ganito noong last na pumunta ako dito sa Iloilo,” Dizon said, expressing frustration over the lack of updates from regional officials.
When informed by Iloilo City District Engineering Office (ICDEO) District Engineer Johnny Pura that the project was currently suspended, Dizon did not mince words: “Terrible. Isipin mo, two years? Nakikita ng mga tao dito, minumura tayo araw-araw dito.”
The project has remained idle for nearly two years, drawing complaints from residents, motorists, and businesses affected by prolonged road obstruction and flooding concerns.
“Kawawa naman ‘yung mga students, ‘di ba,” Dizon added, acknowledging the burden on commuters and students.
Determined to restore public trust, Dizon committed to a firm deadline.
“We will finish this in three months. Finally,” he said, while directing DPWH personnel to resume work immediately by the following week.
He also ordered stronger coordination with the city government moving forward.
“Tama na yung dati na hindi kayo nakikipag-usap sa mayor. Hindi puwede ‘yun. We have to work together,” he stressed.
During the inspection, residents raised sanitation concerns, pointing to improper waste disposal by some establishments into drainage systems, worsening flooding and rat infestations.
Dizon assured action, saying, “We’ll fix it,” and emphasized the need to address both infrastructure gaps and maintenance issues.
The project was halted after the city government flagged multiple deficiencies. Then mayor Jerry Treñas issued a cease-and-desist order on June 10, 2025.
City records showed the project lacked key permits, including excavation, mayor’s, and barangay permits, and had no ordinance authorizing road closure.
Authorities also cited the contractor’s failure to coordinate with local officials, in violation of DPWH Department Order No. 110 requiring consultation with local government units prior to implementation.
A stoppage order was likewise issued by the Iloilo City Engineer’s Office, directing DPWH to suspend construction until full compliance with requirements./PN
