ILOILO — The provincial government has released its official list of legitimate quarry operators in Iloilo Province, drawing a clear line in its crackdown on illegal extraction: those listed have valid or standing permits; those not on the list may be operating illegally.
The Provincial Government Environment and Natural Resources Office (PGENRO) identified 64 quarry permit holders authorized to extract basalt, ordinary earth, limestone, and other quarry materials from mountains and elevated areas as of May 2026.
The disclosure comes amid persistent concerns that unauthorized quarry operations allegedly involve some local officials, businessmen, and even men in uniform.
The list, obtained by Panay News from PGENRO, also covers legitimate holders of Commercial Sand and Gravel (CSAG) and Industrial Sand and Gravel (ISAG) permits operating in rivers and waterways.
For basalt, ordinary earth, and limestone from mountains and elevated areas, PGENRO listed 64 quarry permit holders. It also listed 46 CSAG permittees and eight ISAG permittees.
Passi City and San Miguel emerged as the areas with the highest number of quarry permit holders for basalt, ordinary earth, and limestone, with eight and nine operators, respectively. Cabatuan followed with six.
Other areas with multiple permit holders include Banate with five; Anilao, Maasin, San Enrique, and Concepcion with four each; Leon, Alimodian, and Barotac Nuevo with three each; and Tigbauan and Sara with two each.
PGENRO head Atty. Cesar Emmanuelle Buyco Jr. said quarry permits are issued only after applicants comply with documentary requirements and secure clearances from concerned government agencies.
These include barangay resolutions allowing quarry operations, endorsements from local government units, maps of quarry sites, clearance from the Mines and Geosciences Bureau, and Environmental Compliance Certificates from the Environmental Management Bureau.
“Indi lang siling nga makâkâ ka lang sa subâ. Makuhâ ka pero alagaan man, or panamion mo man ang suba. Kay ang purpose sang quarry, aside sa materials nga gamiton mo for infrastructure, dapat is mabuligan mo man ang ahensya sa pagpanami sang flow sang river kay gina-increase mo ang capacity sang river kon mag-quarry, to avoid flooding,” Buyco said.
He said most quarry applications are approved once all requirements are completed and no opposition is raised by residents, organizations, or other concerned groups.
Buyco added that quarry permits issued by the province are generally valid for five years but may be revoked if operators violate quarrying guidelines, including extracting beyond the approved volume.
The release of the official list comes as the provincial government intensifies its campaign against illegal quarrying operations in Iloilo.
