ILOILO City – The city government has ordered stricter livestock transport and slaughter regulations, requiring all hogs, cattle and carabaos brought for slaughter to proceed directly from farms to the city slaughterhouse and be slaughtered within 24 hours to strengthen biosecurity and disease prevention.
The policy, contained in Memorandum Order No. 234 signed by Mayor Raisa Treñas on July 1, 2026, also imposes stricter documentary requirements for livestock shipments and warns that violators may face quarantine, administrative hold or other regulatory sanctions.
The updated rules were adopted “in the interest of public health, biosecurity, and the strict enforcement of regulatory standards,” upon the recommendation of the Office of the City Veterinarian.
Required documents include Veterinary Health Certificates, Animal Health Clearances, Local Travel Permits, Bureau of Animal Industry shipping permits, Philippine National Police clearances for cattle and carabaos, and disinfection clearances, depending on the type and origin of shipment.
The order aims to improve disease monitoring, ensure traceability of livestock movements and strengthen compliance with animal health and meat inspection regulations.
The memorandum states that “non-compliance with the strictly mandated 24-hour slaughter window or failure to present the original copies of the specified valid documentation shall be grounds for administrative hold, quarantine, or appropriate regulatory sanctions in accordance with existing local city ordinances and national meat inspection laws.”
City authorities directed all livestock and meat inspection officers, transporters and slaughterhouse personnel to strictly enforce the new guidelines./PN
