MANILA — Vice President Sara Duterte-Carpio on Monday filed a second perjury complaint against self-confessed former aide Ramil Madriaga, mounting a fresh legal challenge to his allegations that she was linked to illegal campaign financing and multimillion-peso cash deliveries.
Duterte-Carpio personally appeared before the Taguig City Prosecutor’s Office to lodge the complaint, accompanied by her lawyer, Salvador Paolo Panelo Jr.
Panelo said the latest case, filed under Article 183 of the Revised Penal Code, stems from a supplemental affidavit executed by Madriaga on April 11, 2026.
The complaint consists of about 1,000 pages of evidence, including Duterte-Carpio’s sworn statement, testimonies from 12 other witnesses, government records, certifications, messages, photographs and other documents, according to Panelo.
Panelo accused Madriaga of deliberately making false statements, saying the voluminous evidence submitted by the Vice President’s camp was intended to dispute his allegations.
He said filing another complaint was not strictly necessary because Madriaga’s accusations, in their view, were unsupported and could not withstand scrutiny. The Vice President’s camp nevertheless pursued the case to hold him legally accountable.
The latest legal action follows Duterte-Carpio’s first perjury complaint against Madriaga filed on March 4, also before the Taguig City Prosecutor’s Office.
Madriaga has described himself as a former aide and alleged bagman of the Vice President. He claimed that individuals involved in the illegal drug trade and Philippine offshore gaming operations financed the “Inday Sara Duterte is My President (ISIP) Pilipinas” campaign.
He further alleged that Colonels Dennis Nolasco and Raymond Lachica instructed him to deliver four bags containing as much as P35 million each to various individuals.
Duterte-Carpio and Lachica have denied the accusations.
The second perjury complaint adds another legal front to the controversy surrounding Madriaga’s allegations as Duterte-Carpio faces an ongoing impeachment trial in the Senate, where accusations involving her use of confidential funds and other matters are being examined./PN
