KALIBO, Aklan – It’s not so unlikely.
Stray dogs have caused a number of vehicular accidents in this capital town, police records showed.
Thirty-four accidents involving motorists trying to avoid or hitting stray dogsoccurred from January to September this year.
Vehicle hitting dogs led to the death of a barangay kagawad(councilman) and caused injuries on several other motorists, among other incidents.
This prompted the Sangguniang Bayan (SB) to call on Mayor William Lachicato strictly enforce Municipal Ordinance No. 2012-015.
The ordinancerequires the “registration of dogs and other pets [and regulation of] stray dogs and other animals.” It was approved on July 19, 2012.
According to SB members Mark Quimpo and Mark Ace Bautista, “many traffic incidents and bites have been caused by stray dogs, with victims incurring considerable expenses for their treatment.”
“The full and strict implementation (of the ordinance) will control stray dogs and prevent the spread of animal rabies,” the councilors said in a resolution.
Under Republic Act 9482, or the Anti-Rabies Act of 2007, all pet owners must submit their dogs for mandatory registration with the local government unit’s veterinary services or municipal agriculture office.
They are also required to “maintain control” over their dogs and not allow them to roam any public place or street without a leash.
Pet owners who fail or refuse to have their dog registered, vaccinated and immunized against rabies may be fined.
The SB members said the municipal government is also mandated to maintain or opt to establish a dog pound with private animal shelter and control facilities or with adjoining municipalities. (Aklan Forum Journal/PN)
